
HMRVSI currently provides management services to over 2,000 trained and dedicated employees who provide more than 650,000 days of care to veterans annually. The size of HMRVSI is one of our greatest assets. We are small enough to react quickly in a changing environment, yet large enough to be pro-active in providing management or contract services. Key personnel can meet quickly, when necessary, in order to make prompt and effective recommendations in managing the dynamics of an ever-changing Veteran’s healthcare field. William S. Biggs
PRESDIENT/CEO AND MEMBER OF THE BOARD OF DIRECTORS
Mr. Williams S. Biggs, President/CEO for HMR Veterans Services, Inc., has nearly three decades of health care experience with 22 of those years of serving the specific health care needs of veterans. He is a veteran of the United States Army and holds a Bachelor’s Degree in Health Care Management from Southern Illinois University.
As the current President of the South Carolina Health Care Association and current Board Member, Mr. Biggs takes special care to remain responsive to developments and changes in the Long Term Care industry and the Veterans Administration. An active member of the National Association of State Veterans Homes and the National Association of State Directors of Veterans Affairs, Mr. Biggs ensures that HMRVSI remains attentive to the needs of the states that we serve and support.
Mr. Biggs remains active in local Veterans Service organizations as a life member of the American Legion, Veterans of Foreign Wars and Disabled American Veterans. In 2001, Mr. Biggs was selected as the Legionnaire of the Year by American Legion Post 184, a post that he helped to organize. In 2001, SC Governor Jim Hodges appointed him to the State Veterans Trust Fund Board of Directors which he chaired. Mr. Biggs is very involved in continuing education as a member of the Coastal Carolina University Board of Trustees in his home state of South Carolina.

Michael H. McBride
CHAIRMAN OF THE BOARD OF DIRECTORS
Michael H. McBride, Chairman of the Board for HMR Veterans Services Inc., has dedicated the last 31 years to serving the elderly in the field of long-term care. Beginning his career at the Methodist Home in Orangeburg, SC where he served as the Director of Business Affairs, he became a licensed nursing home administrator in 1985. From there he served as the administrator for several long-term care facilities. In 1993, Mr. McBride contracted to lease six facilities and subsequently formed the company known as Health Management Resources, Inc. Over the past 23 years, HMR has successfully managed operated, owned and/or managed 27 facilities in five states. He previously held the position of President of the South Carolina Health Care Association and is also a member of the Board of Directors for the American Health Care Association.
Mr. McBride holds an Undergraduate Degree from Clemson University and a Master’s Degree in Business Administration from the University of South Carolina.

Jan Childress McCrary
FIRST VICE PRESIDENT AND MEMBER OF THE BOARD OF DIRECTORS
Jan Childress McCrary has been a partner and member of the Board of Directors of HMR Veterans Services for more than a decade. She was previously the co-owner of a 21-facility nursing home chain, institutional pharmacy and an owner of a medical supplies business serving healthcare companies across the eastern United States. In addition to her other responsibilities with HMR Veterans Services, she chairs the Ed Childress Memorial Employee Assistance Fund. The Fund, which honors Jan’s late husband, provides financial support to our employees in need.
Philanthropic efforts are of high significance for Jan and her family. She currently serves on the Medical University of South Carolina Foundation Board, the Medical University of South Carolina Hollings Cancer Center Advisory Board, the Clemson University IPTAY Board, the Clemson University Board of Visitors, the South Carolina Make-A-Wish Board and the Cancer Society of Greenville County. She has previously been a member of the Executive Committee for the Clemson University Will to Lead $1 Billion Capital Campaign and served as co-chair of the Barker Scholars Endowment. Jan has also served on the Furman University Advisory Council. In her local community she is past-chair of Pickens County Meals on Wheels.

Heyward Hilliard
EXECUTIVE VICE PRESIDENT OF OPERATIONS
Heyward Hilliard serves as Executive Vice President of Operations for HMR Veterans Services, Inc. Mr. Hilliard is a 24 year veteran of the long-term care industry as well as an active member of the American Health Care Association, South Carolina Health Care Association and the National Association of State Veterans Homes. Mr. Hilliard is a four-time recipient of top Administrative honors with two leading long-term care corporations. He provides leadership training in health care and offers key customer service focus tips for new team members. With over 14 years of service to State Veterans Homes and the son of a United States Navy Veteran, Mr. Hilliard is passionate about serving the veterans of our country. He is a graduate of Erskine College with a degree in Psychology and Business Management.

John M. Twitty, CPA
VICE PRESIDENT / CHIEF FINANCIAL OFFICER
John M. Twitty, CPA, serves as Vice President/Chief Financial Officer for HMR Veterans Services, Inc. Mr. Twitty has over 28 years of overall accounting experience starting with an international public accounting firm, and 18 years of experience in the long term care industry. He served 12 years working with State Veterans Homes as HMRVSI’s Controller and the past 6 years as its VP/Chief Financial Officer. Mr. Twitty has extensive expertise in the areas of financing, acquisitions and divestitures. Mr. Twitty holds a Degree in Accounting from Clemson University and has been a CPA since 1991. He is a member of the American Institute of CPA’s and the S.C. Association of CPA’s.

Tyree Harris, Sr.
VICE PRESIDENT OF HUMAN RESOURCES
Tyree Harris, Sr., serves as Vice President of Human Resources for HMR Veterans Services, Inc. Mr. Harris is a U.S Army veteran with more than 20 years of management experience with 10 years in senior leadership. He has an impressive career background that includes 11 years in law enforcement, 10 years in healthcare and four years in corporate America. Mr. Harris has an undergraduate degree from Ball State University, Muncie, IN., a Master’s Degree from Purdue University, West Lafayette, IN., as well as a Certified Professional Coach certification from the International Coach Academy, and an Associate Certified Coach designation from the International Coach Federation. He is also an active member of the Society of Human Resources Management and the International Coach Federation.

Janice Sumner
VICE PRESIDENT OF CLINICAL SERVICES
Janice Sumner serves as Vice President of Clinical Services for HMR Veterans Services, Inc. Mrs. Sumner has over twenty four years of professional nursing experience specializing in long term care management. She was Director of Nursing for ten years and Medicare Consultant for four years. In addition, Mrs. Sumner is a certified Legal Nurse Consultant as well as chairperson on the Medicare Advisory Board for the South Carolina Health Care Association. Mrs. Sumner has extensive experience in PPS, MDS assessments and serves as an instructor in these areas. After a background in education from Erskine College and Winthrop College in South Carolina, Mrs. Sumner received her Registered Nursing Degree from Piedmont College.

Scott T. Hurst
REGIONAL VICE PRESIDENT OF OPERATIONS (ALABAMA)
Scott T. Hurst serves as Regional Vice President of Operations for HMR Veteran Services, Inc. Mr. Hurst has worked in the healthcare field for 24 years, 20 of those in long term care. He has been licensed through the Alabama Board of Examiners of Nursing Home Administrators since 2000 and has served the Veterans of Alabama with HMR since 2007. Mr. Hurst has been Risk Management Certified in Alabama since 2000. He has been certified as a Licensed Preceptor in Alabama since 2003. As an Administrator for HMR, he received the “Top Gun” Administrator of the Year award in 2009 and helped a facility achieve the AHCA’s Bronze Award for Excellence in Healthcare. Mr. Hurst is a graduate of Auburn University (Montgomery) with a Bachelor’s Degree in Communication.

Jay Bloomer
REGIONAL VICE PRESIDENT OF OPERATIONS (SC/MD)
Jay Bloomer serves as Regional Vice President of Operations for HMR Veterans Services, Inc. Mr. Bloomer is a 17 year veteran of the long-term care industry and has worked and been licensed as an Administrator in the States of South Carolina, Florida, Missouri and Tennessee. Mr. Bloomer is an active member of the American Health Care Association, SC Health Care Association and the National Association of State Veterans Homes. Mr. Bloomer was awarded HMR’s Top Gun Administrator of the Year Award in 2012. Mr. Bloomer is a graduate of The University of Tennessee, Knoxville with a degree in Business Administration.

Bill Birmingham
REGIONAL VICE PRESIDENT OF OPERATIONS (TEXAS)
Bill Birmingham serves as Regional Vice President of Operations for HMR Veterans Services, Inc. Mr. Birmingham has worked in the healthcare field for 35 years and has been an owner/operator, COO, Divisional Vice President, and various other leadership roles in the operations, strategic planning and development and rehabilitation for key providers across the country.
He has previously served on the Healthcare Associations Boards for both Alabama and South Carolina. He currently serves as the Chairman of the DHEC Advisory Committee for South Carolina Healthcare Association and is the State Hearing Officer for South Carolina’s Labor, Licensure and Regulation Board.
He is a current member of the Leading Age Association of Texas. In 2010 he was presented the Order of the Palmetto Patriot, the highest civilian award given by the State’s Lieutenant Governor. Mr. Birmingham is a graduate of the University of Alabama with a degree in Health Care Management.

Jerry Godbee
ASSOCIATE VICE PRESIDENT OF RISK MANAGEMENT AND LIFE SAFETY
Jerry Godbee serves as Associate Vice President of Risk Management and Life Safety for HMR Veterans Services, Inc. Mr. Godbee has over 25 years’ experience in senior level positions involving risk management, safety and environmental duties. In addition to this experience, he is a 20-year retired combat Army First Sergeant where he was awarded the Vietnam Cross of Gallantry and the Meritorious Service Medal and a Lifetime Member of the United States First Calvary Division Association. Mr. Godbee holds a Bachelor of Science Degree in Occupational Safety and Health Engineering from Columbia Southern University and a Bachelor of Arts from Ashworth College in Criminal Justice. Mr. Godbee also holds a Master Instructor Certification and an Instructor Trainer Certification from the United States Department of Labor’s Mine Safety and Health Administration. Mr. Godbee is listed in the Cambridge “Who’s Who” as an Honored Member, a member of the International Honor Society, Delta Epsilon Tau. Mr. Godbee is an active Professional Member of the American Society of Safety Engineers and the International Society or Logisticians.

Linda Holtzman
DIRECTOR OF CREDENTIALING AND COMPLIANCE
Linda Holtzman serves as Director of Credentialing and Compliance for HMR Veterans Services, Inc. She has over 30 years’ experience in the health care industry and has spent the last 15 years in long-term care. She is a Notary Public with the State of South Carolina. Ms. Holtzman attended Kent State University and holds an Associate of Applied Business in Business and Office Administration from Trumbull Business College. She is an active member of NAMSS, HCCA, AIHC and AHLA.

Alex Cannon
DIRECTOR OF INFORMATION SERVICES
Alex Cannon serves as Director of Information Services for HMR Veterans Services, Inc. Mr. Cannon has over 20 years of experience in Information Technology and is a 12 year veteran of the long-term care industry. He is a graduate of Franklin University with a BA in Information Technology.
